False advertising of apartment by landlord

We moved into an apartment and lived for 2 months. Out of 2 months almost 1.5 months the water is only available for 3 to 5 hours in morning and very few times in the night. We came to know from neighbors that there is a problem with this building and society only and landlord moved from this apartment for the same reason. We are paying way above average rent but only because the landlord hasn't told us about the issue even after asking about water. We are moving out at the end of 2 months, we want to know if we can claim reimbursement of partial rent for such degraded water service and for the frustration we have faced with the water problem and breach of trust that we laid on him.

Dear Querist,
Relying upon the represntation if any fraud has been done upon you, then you can certainly claim damages, however your entire agreement needs to be perused and if there is any lock in period than scrutinizing that clauses further action will be advisable read with other clauses
