Working with ISRO they promised me promotion but still they did not

I am working with Indian space research organisation and I took permission to do EEE (Electronic Educational Environment) and they said if I will have this degree they will give me promotion, but now I have completed my degree but they not giving me promotion. what legal action can I take ?
