Salary scaled down due to unauthorized absence can i challenge it?

I am a retired[on 31.12.15]Bank Officer.Due to ill health I could not report for duty at TINSUKIA [Assam].The Management has not considered my leave application but instead treated it as unauthorised absence and punished me with scaling down cum reduction of increments by 13.They imposed the punishment in two spells for the same charge viz., UNAUTHORISED ABSENCE. Do i I have any legal remedy?Please advise and guide.
If you have sufficient proofs that you were unwell and have made necesary application. Further that application was also not considered then you can file a writ petition against the bank for imposing unjustified penalty and seek cancellation for reduction of increment.
