Reported theft complaint of govt. documents now department harassing

I am a Govt Doctor. My superior officer had come to my office & stole the Attendance Register in order to harass me as I am a Female Doctor. I have filed a complaint at Local Police Station regarding theft of Govt Property against the Officer & FIR has been filed & the case is registered at the Court. Now, the Department of Health has sent me a letter saying that because I have lodged a police complaint against the official, according to Karnataka Civil Service Rules, Discplinary proceedings will be initiated. My question is, when the matter is in Court of Law, can the Department take such actions.

Dear Mam,

As the matter is before the Hon'ble Court. you need to give us certain details to help you as FIR has been Lodged under what sections have the FIR lodged and at what stage is the matter. as you have filed the complaint are you the complainant or you have filed it through your organisation. kindly go through the rules of Karnataka Civil Service rule and according to that can they initiate action against you. you can also File an RTI to know this and get clarity.
