I am being tortured/abused by manager What action can I take

I am being tortured/abused by manager in the company I am working for. For each and every thing, he is shouting, screaming and he is always trying to find a flaw in me. This has become a mental torture to me daily. This is making me depressed and losing focus on my work. Even after contacting our own HR Department or his managers, I didn't get any response. They always say it is his attitude problem and not even taking an action on him for his blatant behavior in front of all of them. We do have evidence of him talking in an absolutely irresponsible and bad way. Please advise how I can proceed
