How to file suit against Reg. Employer not making FNF payment

I left company on 3rd February 2017 and according to this employer company policy, I should get my FNF after 45 days of last working day. Its almost 4 moths now but still not getting my FNF from employer. Employer is always giving excuses and keep posting dates for FNF payment via mail. He is not taking this seriously. Could you please suggest on this. How I can proceed in this case? Can I make complaint to Labour court or send legal notice to the Employer?

you shall sent a notice to your employer regarding the breach of service conditions between you and the company . if he failed to comply it within schedule time as per your demand ,you could file a complaint in the labour comissioner also.you can also file police compliant about harasement
also.
