Dues not paid by company what action can i take against them.

I was an employee of US NASDAQ listed IT services company working in their India offshore development center. My company sent me to US on L1A visa on 10th Jan 2016 on company payroll transfer. I decided to quit my job due to personal reason and my last working day was 1st July 2013. They relieved w.e.f. on 1st July 2016 me issuing a formal letter on 26th July 2015 I had some money accumulated in India benefits account for Leave Travel Concession, upon asking to clear this due amount they deducted $500 from that stating that I made a travel and this amount was due to me. After deducting they paid the remaining amount to my India account. I have evidence that I don't owe any money which shared with them and they agreed too but still they are litigating and not refunding the withheld amount. I want to initiate legal action for the recovery. Can someone please help how can I pursue this further. Also I am not clear about jurisdiction area to file the case? will it be India or USA.

Except for the mail do you have any offer letter or an appointment letter from the company? if yes, to start with we can send them a Legal Notice for Recovery of Money/ Balance which is due on the company. if the Company does not respond then we can file a case of Recovery in the Court. you can also approach the Labour Commissioner for Recovery of money and the Labour Court shall take necessary action against the company.
