Can state government give pension as per settlement deed

Does the state government office/head of the such govt. office has any power to act accordingly as per the deed of settlement whatever written in it or the deed of settlement should only be challenged in the court for execution of such deed of settlement, it is duly signed and notarized.This deed of settlement is related to "Pension arrears" to provide maintenance to first wife, which is not done earlier and it was not contested, but a deed of settlement was written by husband, which was not fruitful yet. So, we approached, such govt. office with the same. Hence, my question.

you give a application in the office to give half pension to first wife and you submit the account number in the application and they will issue notice. if it had not happened you file a case against them the court will order to pay to first wife also.

the state government office or department head has no powers to act on deed of settlement entered in to by private parties(husband and wife are private parties).
the state government office can act only on decrees awarded by court with reference to award of maintenance.
All the more pension arrears cannot be apportioned for maintenance .
