Can I claim govt pension for MISA if have all the proofs of detainment

In 2008- 2012 M.P. Govt. had launched pension scheme for MISA detainees(who were detained in MISA in emergency),during that period, I was in abroad, 2015 i back to india &asked for the same ,but got a reply that now scheme has closed in 2013. can i get this pension, I have a Jail certificate with me & other related documents too, .please advice.
In this case you have to check for any provision mentioned under scheme which provides for such situation. If scheme has been closed than it might be difficult to get pension under this .Still its a government call and much cant be done.
