Husband staying in abroad how to bring him to india

I got married on last year. Am hindu religion. I stayed with my husband for 5 months. Due to dowry problem., he left me here and he went back to abroad. For the past 8 months he is not talking with me and no contact brtween us. In laws also not talking and not giving any proper answer. How can I make him to cum here.
You can file a petition for restitution of conjugal rights under section 9 of Hindu Marriage Act.
Restitution of conjugal rights - When either the husband or the wife has, without reasonable excuse, withdrawn from the society of the other, the aggrieved party may apply, by petition to the district court, for restitution of conjugal rights and the court, on being satisfied of the truth of the statements made in such petition and that there is no legal ground why the application should not be granted, may decree restitution of conjugal rights accordingly
