What is the procedure to change the name in various documents

My father name is Binod but in my all documents his name is Vinod. What I must do to ensure vinod and binod are same person and most importantly what must be the official name for mentioning in various forms. Please help.
The procedure for name change is as follows:
1. Notice of name change is to be published in a local and a national newspaper.
2. A publication in gazette is to be made regarding the name change.
3. Along with an affidavit has to be made with regard to the name change.
The right procedure is getting a notice published in a local News Paper, regarding your intention to change your name/or add surname to it, and subsequently get it published in Gazette of India.
These days Gazette prints have been discontinued, so you may have to check with concerned press in your city, if they still print the Gazette Notification, or it is given to you in soft copy.
