University creating problem in issuing certificate

I am a PhD Computer Science Student in Shivaji University Kolhapur. After completion of Final Viva in 18-March-2015 and all other formalities University Authorities have cancelled my eligibility due to my post graduation MCA done from IGNOU even MCA from IGNOU is certified by UGC and AICTE. No written communication is done to me in this regard but orally it is told by University authorities I have got all the documents related to my admissions till final Viva report. Several times I have done written communications in this regard to Hon.VC and Registrar but no reply in this regard.
you can file a RTI with the university. Government universities and Private universities both come under the pervue of RTI and shall be bound to answer your RTI.
