Immigration company refusing to return documents, demanding money

Sir I applied to hcfs immigration company for Cyprus study visa in the month of January they promised me to get visa in 28 days but after 2.months they didn't gave any favour regarding study visa process so I want to cancellation of my file but they refuse to gave my original document and demand money from me without any reason.according to there company reules they only charge after visa but now they demand heavy amount of money from me in the return of my original document.I need help to get back my docs so I can work any company.
You can file a police complaint against the opposite party under section 155 of CrPC. Also, you can register a complaint in the consumer forum for the same.
