Forging of NOC for conversion of flat from lease hold to free hold

A joint member of c.g.h.s. at dwarka forged a noc of the society and got converted their flat to free hold. President wrote to dda but no action was taken. Will police register fir against the joint members, if yes, then under which provisions of ipc. What will be the max. Punishment. Offence is bailable or non-bailable. How to force dda to take action. What can be the action of dda. What action can the present management committee take against the said joint members and under which provisions of dcs act.
A case of frogery can be filed under Section 465, 420 can be filed against the joint member who have froged the dociment. Section 420 is a non bailable offence.
