Filing case on misappropriation of education certificate

Dear Sir/Madam, A candidate has misappropriated his marksheet from eight grade. What we learnt is, he was detained in 8th standard (by school A) and submitted a forged certificate from other school (school B) to continue his 9th class (in school C). How can this be filed to investigate this matter? What are the documents to be submitted to file a case? Kindly clarify.
You can file a criminal case against a student for procuring the seat by submitting forged documents and it is a duty of police to procure the forged marksheet.
