Actually there is provision of filing a prompt F.I.R. in a matter of such kind. If you have made any complaint before the concerned authority you should not wait for lodging the F.I.R. In such circumstances you should made a complaint before the concerned Superintendent of Police to get direction of lodging F.I.R. thereafter, if no F.I.R. has been lodged you may move an application to the concerned court under section 156(3) Cr.P.C.
