False accusation by MIDC. No action taken by the police. What to do

Sir/madam I have a vacant shed in MIDC Waluj Aurangabad. but MIDC send me a recovery notice of Rs 598500 plus interest as lease fee my showing the fake tenant n rent agreement for the 3 years. I never see tenant khot. I replied of the notice on 07/01/2013. I applied MIDC for NOC but they refused. then i send the application for to higher authority for Sanction for prosecution but I did not get reply so i proceed for criminal action under sections 384, 465, 469, and 500 on dated 17/12/2015. Case has been registered under no R C C 2334/2015 and order passed to forward to police station under 201 but until today no notice is prepared and not served. Every date I request to judge but nothing he do untill today matter is pending. Please can u guide me what legal process I can do. thank g n shaikh
