Need help in resolving ration card issue

dear sir/madam, I had applied a ration card in the date 02/11/2015 in odisha. but I was not getting any ration card till now. so I filed an rti regarding my rti application submitted in 2015 in the block office. after two days, when I didn't get any response, I made a first appeal. after five days of my rti first appeal, I was informed by phone that "your ration card is ready and you can draw ration periodically from the ration shop." now i'm satisfied. but one question came in to my mind: can I get all the rations that I would have drawn, if I'd get my ration card in approiate time? can I take legal action against errant officer who had neglected my ration card application? if yes, what type of legal action I can take. what type of punishment the errant officer will get for his neglegence?
First you collect the ration card from the office telephoned you.Then if benefits are not given to you from retrospective dates of your application then file a consuker complain against the authorities for compensation and loss.

After collecting your ration card from the concerned office. File an consumer case against the officer for such negligence and deficiency of service. If it was rash and arrogant behaviour write an application to the superior of that officer.
