Mentally challenged father notice to arrest in cheque bounce

Dear Sir, my father taken 30k amount and given my father cheue for sequirty purpose to him but he met a accident(2015).but he received ligel notice in 2016 present my father is mentally hand caped.he only taken notice but he don't know not given to me also.now the want to arrest him how to take recall.
