File a case relating to fraud by university

I would like the legal procedure regarding university fraud. My university had brought at least 9 companies for placement but when students went to join the company , company told the student that they have never come for placement in your college. Sir ,i have taken loan for college fee , need to know what are the IPC SECTION under which i can lodge an FIR & what are the procedure like where can i lodge FIR & all that?
U need not worry about IPC section .Write details as happened with copy of notice ,may be photo of HR who cheated , yr placement in charge who must have verified HRs authenticity and false website of the company created by cheating HRs etc
