Q: Can colleges charge late fees , Is there any law which regulates college fines for delayed fees?
Can college impose a fine more than the fee itself? My college imposed a fine of ₹1500 for 1 week delay of examination fee of ₹1000. I am shocked that fine of just 1 week delay is 150% more than the actual fee , hence i am curious to know if this is even ethical/lawful or not on college's part? what is the ugc guidelines for fee payment and delayed fee fine ?

Ask for a receipt for fine .the fine on exam fee is due to university not college account .if university has kept late fee ,it's not fine .otherwise if college is charging ,complain to university and and fee regulatory body .if it is settled it's ok or u can file a case in district consumer court against this after paying .
Q: Is it illegal to video record someone without their permission in india ?
a person is taking my video documentation without my consent and when i asked him to show my video ,he started argument and beat me. i have reported to police station but police laughed at me and did not take action.so i submitted e grievance./, is it legal to video record someone in public in india?, what is the punishment for taking video without permission ?

without reading the report given by you at police station , further action can not be suggested. If beating has been mentioned , meet DCP or SP with the copy submitted at PS . If no direction is given by DCP /SP for registering FIR , file a case in SDJM for registration of FIR and investigation .

Yr questions not clear.as to the 2 nd part ,even if u have anticipatory bail,any action violating the terms of bail or complainant files complain ,u will be back to square one .Be cautious even to arrange any action through others to provoke complainant.
