Do we need to take permission from state for starting home delivery

Respected Sir/Madam My question is that if a persone start a app and he want to start a home delivery service he can start like without any thing or he have to take permission from the state for this service

Please understand
This is your business where app is online platform
You need a corporate identity to pursue it
Be it a company or LLP
In the documents of formation of the entity you get the clause of your business(s)
The get a stamp and PAN along with TAN number and service tax enrollment.
You are good to go head
These are mandations for pursuit of any business and making delivery is no exception.
That is how sovereign/state operates in ur concern

See the exact answer to your query depends largely upon the type/category of services you would wish to offer to your customers. Plus your area or territorial limits of carrying out your business operation.
Now my answer to your original question is a Yes, it would be required of you to fulfill certain legal formalities before starting up of the services you intend to. Many things are there, for example, you might need to get a pvt. limited company registered; sales tax certificates/TIN No. ; service tax compliance ; registration of your business premises etc.
See like i said earlier, everything depends upon the type of services you intend to offer.

As such there is no legal implication but you can not copy other person app. Keeping a record of all ideas, features and anything else having to do with the app, as this helps ensure legal protection if you need it. And while it's not possible to copyright an idea, you can patent a “process.” If your app is still in the development process, you may consider obtaining a provisional patent.

You need to be more specific about your query. Every State has different laws. You have not clarified about a scope of your app and what type of goods or commodities will be delivered through your app. In general, you are not required to take permission for home delivery if you are an authorized vendor under the respective state. For example, if you are in a business of liquor and you have all the requisite permissions from the State to sell liquor as per law, in that case, you can start home delivery of wine and beer in Delhi, not other liquors. You have to be an authorized vendor to sell particular good in any State. The more specific answer to your question depends on details of your venture.
