You firstly are entitled to fioe a reply against any such denial. Your appeal shall be decided by an appellate authority on the basis of your application. The appellate authority, after considering your case, may decide the matter in your favor

You got to approach the Central/State Information Commission as the case may be preferring Second Appeal within 30 days from the date when you should have received the reply for First Appeal. However, if you have supassed the limitation of 30 days then also your appeal is admissible provided you prove that you were prevented by sufficient cause to prefer appeal within time.

You can visit or submit your complaint to CIC by online mode or offline mode.it will pass an order and if it is not followed then you can file contemp of court in high court. In this you also get fine/ compensation for mental harassment.

Send details regarding what information under RTI Act you are filing RTI and to whom??
secondly if there is no response, then there is an appellant authority , you can approach the concerned appellant authority of the department's where you have filed the Original RTI.

If the first Appellate Authority is not responding to the appeal, second appeal can be filed before the Central Information Commissioner.
However, generally the appellate authorities take care to respond in time. Pl check if your appeal has indeed been filed.
