Rules and Regulations of Syrian Orthodox Church for Second Marriage

Normally 3 times announcements are made by the Church prior to before first marriage so that any members if has any legal issues. Does this rule also hold for a second marriage. Would like to know the rules. Secondly since church do keep records of all the marriages conducted in the church and ai also an instution to conduct these marraiges. They do use public money for their activitites from their members. Now do they come under RTI Act and can I seek details of marriages conducted in the church for an year or so.???? Since they keep records / registers and the church head is the keeper of these records.

RTI Act defines a Public Authority, when Govt is having substantial contribution for running the same, Apex court interpreted substantial contribution is that without which the organisation ceases to exist.
RTI Act also facilitated that a citizen can solicit the information that is available with any Public Authority. If that information is available with Registrar of companies, any citizen can seek such copy and they have their own rules and regulations even before enactment of RTI for providing such documents.
Private entities are not under the ambit of RTI, unless it is substantially financed by appropriate government. You can seek information from regulatory authority i.e. PIO of Charity Commissioner or Income Tax Department etc. with respect to the trust.
