Information rejected by the authorities asked under RTI Act

i have requested the info under subject towards Mormugao Port employee, his education qualification, designation with his posting for last 10 years. same is rejected by CPIO of MPT stating it is exempted from disclosure under sub section 1(j) of section 8 of RTI Act,2005.
You have to apply to CPIO OR SPIO with reasons stating as to how public at large needs this information and justify it. you will succeed. MPT EMPLOYEE personal information disclosure can be done subject to approval. any guidance. contact
