Can private law colleges demand full course fees for giving NOC

I have completed my first year of 5 year law course(B.A. LLB) in a private college and recently took a transfer to another law college. now i am in need of a no objection certificate(NOC) and a transfer certificate (TC) from my previous college for which they are demanding full 5 year course fees. they claim that bar council of India has given them this authority to charge full course fees. So I want to know is there any such law by BCI which allow them to charge full fees to give a NOC and TC to students.

Hi ,
Since, you are a law student am sure spoon feeding you is not the greatest idea , so I wish to guide you to be able to find out the answer and fight for yourself .

Firstly , contact the Bar Council India , office and ask them directly regarding this issue because a reply in writing from them will be authentic and the best source for you to fight the current management.

Also, thoroughly read the prospectus which you received before joining the private college.
Thirdly , request your college management to show you in writing, the clause wherein full fees is to be paid.
