Can a govt employee act as a secretary in IBID society?

Sir, When I placed an RTI application to a Group Insurance Society considering the following facts: The ibid socieity conduct its business on Defence land, Many of the employees of this society including Secretary, principal secretary are higher officials of a particular wing of defence force. Ibid society manipulate the money of service personnel only. It uses Govt amenities like, telephone, web page of one of defence service, communication channels, vehicles. On the contrary, I got a reply that they are not a public authority. They are only a registered society hence not liable to answer under RTI. If they are a private body or society then how higher offcials in uniform can work in that society? Is it legal? Can I get the information as sought?

Hello, there are certain rules and law under Right to Information Act. The Government departments are under the purview of RTI Act but private departments doesn't fall under the RTI Act. If you are not satisfied with the reply, you may approach to the appellate authority or the office of Chief Information Commissioner. Moreover you may also visit my office for discussing the things on the table.
