Answer to RTI not given on time, what action can be take?

hello, I had requested some informations under RTI to a university on the date november 2nd, 2015. the informations were very important at this time for me. but the public information officer did not provide me such informations within the timelimit. When I didn't received such informations within the timelimit, I paid no more attention at all to that application, because my thought at that time was: "I cannot get the informations in the time when I require it, so I should think another method to fulfil my requirement." However, time continues to pass and on the date december 30th 2015, I got an email to deposit additional fees to release such informations to me. My problem was solved before I got such reply. so I didn't take any action. But now, I require these informations again. But no more urgent. delay will be tollerated. Before I take any action, I will ask some questions . question is: can I proceed with that RTI application that I file before?

There is a commission headed by a retd. Judge to adjubicate RTI complains.File a petition of appeal with all your facts and gtound.He will direct the PIO to comply with your information by recieving relevant charged.
