After filing RTI online and making payment do we need to show ID proof

It is understood that after filing a online rti application , one is not supposed to forward a signed(hard copy ) of application and identity proof to cpio to show that , he is a indian citizen Since payments are being done through nationalised bank, it proves that individual is an Indian citizen pl confirm and quote a rule/clarification
