Abuse of Education System by Delhi Police Officer what to do

I would like to expose a case of Public Interest which reveals abuse of education system and misuse of public funds by Governemnt Officials. A case which exposes the skills of Delhi Police Officer at defrauding the Govt. Institutions by obtaining degrees in absentia. He has obtained various degrees such as B.Sc., D.El.Ed. , L.L.B, MBA through unfair means without even attending the college.Furthermore, he has secured government jobs on the basis of these illegal degrees. This particular individual is actively involved in the racquet of Fraud admission and False degrees and is currently serving as a Sub Inspector in Delhi Police. Also, I reported about this matter to the Vice Chancellor of Delhi University, Commissioner of Police and Principal of D.I.E.T. Unfortunately, no concern and importance was given to this urgent matter of Public Interest despite repeated complaints. Therefore, I humbly request for further guidance to file a Writ/PIL in this matter.

Dear friend,
As I have said in many queries before, the forum of RTI is to obtain an available information in the records of a Public Authority. It is not a forum for grievance redressal or complaint resolution of a citizen. If you have information about any wrong doing by a public servant, the same has to be brought to the notice of authorities concerned for enquiry and appropriate action.
From the tenor of your query, it appears that you have some issues with the person complained against, and if that indeed happens to be so the charge of 'abuse' may not be far away from you.
Filing a Writ requires two things- first you have the locus standi and second that all other avenues have been exhausted. So if one Authority has not taken action on a complaint, it has to be escalated to his Supervising Authority and so on. The Authority shall take action as it deems fit / appropriate. Do not expect action exactly as you desire.

I need more information about that matter nd some documents in which fraud can affect the general public.
It's better to call me then we decide that how to proceed further. Required your complaints letter which you sent to various departments
