Refund of Fee after withdrawing the Admission

My son was having admission in a Graduate Course (Technical) in a Private College in Noida. Due to some unavoidable circumstances, he had withdrawn his admission in the beginning of 2nd year, but before that, 2nd year fee already had been paid in full.
Since then we are chasing for refund, we have submitted applications for same 2 times (25-FEB-2020 and 17-AUG-2021) in accounts department. Both the applications were approved by Accounts Director.
Whenever we go in the college to check the status they just say that they are waiting for clearance from Auditors. In the last I have sent emails also to the college but they never replied back.
Please advise how I can get the refund without further delay. Since I am staying in Ranchi (Jharkhand) I am unable to visit the college to check the refund status. The amount to be refunded is around 1.6 Lac.
We can send a legal notice asking the college to refund the due amount without any further delay with interest and will also mention the refund policy of that particular college in that legal notice. Further will also mention how they are harassing you from last many months and gave them a time of 10-15 days for refunding the amount. If they fail we can approach the court. Although there are 99% chances you will get refund once we send legal notice.
