Paid money in chit fund for 30 months now wants to recover it back

Hi, I had paid chit for 30 months and in 2016 July chit completed. Till now I haven't got the money from the owner n he keeps pushing back and forth.. Now don't know what action to be taken,?? I have all the payment receipts with me
Before should be file complaint against him and then file the recovery suit against him if there is all receipt are there definitely should file recovery within the period .,must be consult any advocates
