Non payment of water bill since 2015 by prevois owner

We shifted this house in Jan 23. After that we got to know that the there is bill of rs. 100000 is pending for DJB. We told previous owner to settle this. But till date they are not paying. What we should do?
First of all rather than going legally you should serve him/her a legal notice and in that notice you can write that either pay the money or face legal action which will be at your own risk. After that if he/she fails to give you a satisfactory reply then you can anytime file a complaint in writing to the police station according to your jurisdiction.

you should send. legal Notice to pay the water bill, which is pending by the previous owner,give them time ie 15 days clear this Bill,if the discharge within 15 days , then it's okay, mostly in case they paid and discharged obligation. if they don't pay ,you can file complaint before court.
