Need help regarding the complaint against absconding builder

I am raising a complaint against the builder who has defrauded the MAHARERA site for compensation under section 31. Is the section correct?
Well, Section 31 of the Maharashtra Real Estate (Regulation and Development) Act, 2016 (MahaRERA) deals with the obligations of promoters (developers) regarding the veracity of the advertisements or prospectus issued by them. This Section has got nothing to do with Compensation!
