Loan paid fully but NOC not received

I had purchased an auto rikshaw for my father from subhash nagar, delhi and financed it from the same dealer but he skipped from the shop after taking all the EMIs and did not provide NOC to us. Few months ago we got to know that a dealer in the market has the NOC and he just gave the same auto rikshaw to the skipped dealer and ask him to do buisness. We are facing this issue from last 2 years and who has the NOC of auto, he is not providing NOC and demanding for 2.5 lacs. Please help if you can

they are playing fraud with you, they want more money for giving you NOC, you need to file an FIR , against the dealer , the process is very simple to file fIR , and seeking the NOC from the dealer.

First of all rather than going legally you should serve him/her a legal notice and in that notice you can write that either provide you with the NOC or face legal action which will be at your own risk. For more legal assistance I am just a call away.
