Legality of Notarised Promise to Pay on Stamp Paper

I made a promise to pay recently and got it signed and stamped by an advocate and notarized as well the person who owes me is challenging me saying the document isn't legal and I can do whatever I want... I wanted to clarify that:
1. Is a P2P on a stamp paper that has been notarized legal?
2. What happens if the person doesn't pay in the given time fram
Well, if he owes you money & is not paying you back, you can file a Money Recovery Case against him or Summary Suit in Civil Court. If you have got assurance from him on Non Judicial Stamp Paper, that, he owes you some money and will pay and got it notarised as well, then I can say, that, it is a legal document based on which you can file a Money Recovery Suit against him by initially sending a Legal Notice.
