Legal remedy for delay in refund of down payment

I had booked a plot before 3 month with DP of 150000 but i had paid 100000 only (I had to pay 50000 by next month). After 15 days of payment,I had some family problem. So, I decide to cancel booking and request for refund. But still no clear answer from their side. They daily telling that your request is under process. What should I have to do now? Can they book without full down payment ? What is the normal time for refund?
You may not be able to recover without legal help. Property developers normally do not refund and they are habitually expert in making delays. Better you give a legal notice and file a case for refund.

what you have done you know, you have not mention about an agreement, if there is an agreement all will go with terms and condition but if there is no agreement than you can get back your money.

Dear Sir/Madam, do you have receipt of down payment. Thereafter for cancellation of booking plot you can give legal notice wherein it shall be answered within 15 days from the date of receipt and thereafter file complaint for cancellation and refund on condition.
