Dear friend first of all please tell me why you are followed his instructions.once he accept that in court that he will pay one cheque per year so let him do that and if he is not following his promise so go to the court and cancel your compromise court will recover your amount from him.you don't mention in your complaint that weather you collect the cheque of 2018 from him or not? If you have that cheque then present that cheque on his date. Or if he still not give you the cheque then go to the court and do as I say you will get your amount.
After perusal of your query, you have two options to recover your money:
1. Filing of contempt petition before the Court for non-compliance of the court's order by your relatives:
Since, the amount relates to the matter pending before, you don't need to pay a fresh court fee and this can save your time as well because you do not need to establish full case again.
2. Filing of Cheque Bounce case:
You need to present the cheques at the concerned banks and get them dishonoured. You may approach to the court by adhering the procedure laid down under Negotiable Instrument Act
