Friend refusing to return borrowed money

I had given 20000 to one of my friend in 2014. Transferred cash in his bank account. After four years when I am asking him to return the amount he is denying to return. What can I do?
You can file a civil recovery suit against him or in the alternative you can file a criminal case against him. Hopefully the matter will be resolved in initial stage itself. Proceed fast but with caution.
