Fee REFUND after canceling admission in a college

I took direct admission in a college affiliated to APJ AKTU University in ghaziabad, in a btech course by paying 50,000 as a seat booking fee, but I am getting different college and now I wanted to withdraw my admission from previous college but the previous college is not returning my fees of rupees 50,000 but as UGC and AICTE guidelines if a student withdraws my admission before 30 Sept, college has to return whole fee,
Now provide m some legal advice what should I do to take my money back ?
file complaint to district magistrate and the local police station.

Yes, you should get it, but before that, file a representation before the concerned department thereafter moves a writ petition before the High Court for direction. In that case, Court will grant Mandamus.
