Cash paid not being returned by travel agent

I give my Travel Agent 15000 rs in cash but he refused to give my money back what i do?
Is there any proof that you paid cash to your travel agent, did you give you any receipt against the same . if not, then you dont have much option other then sending him a legal notice asking him for the money you gave it to him,
