Cash loan given to neighbour in case of emergency on tust now refusing to pay can I file case in court he has given cheque how much it will cost

You can certainly file a matter in Court. But your matter will lack evidence since the money was given in cash. You can put the cheques in the bank and in case the cheques bounce, a matter under section 138 of N I Act can be filed.

You can file a cheque Bounce case against him provided the cheque has not crossed more than 3 months since the date of the cheque. There will be no court fee that needs to be paid the court. You will have to bear the advocate fees and allied expenses such as out of pocket expenses
