A job agent cheated by taking money what action can i take against him

Sir, I am from bagpat (up).A person from sahdara(delhi) promised me a govt job in UP in teaching department and asked for 4 lakh rupees. I gave the money to that person . The result of that job came 4 months back and my name was not there.Now that person is not returning money.Sir I have some audio recordings in which he is promising to return money and it is clear that he has taken money.I have no other evidences.sir is it a case of civil court or can I proceed with 420.what are the legal options available now.What is the area of filing a case in this matter as I am from UP and that person is from delhi.
File a complaint before concern police station for registration of fir. If police is refusing from getting the FIR registered against proposed accused person consult a competent advocate to initiate criminal proceeding before appropriate criminal court agaist the said accused person. Generally the recovery through criminal proceeding is much easier and effective rather then civil proceeding. Detailed advise be given only after perusal of all documentry & electronic records.
