Where to apply for Non Encumbrance Certificate

I am looking buy a flat from private individual , my lender is my own company where I serve, they require me to submit NON ENCUMBRANCE CERTIFICATE , can I apply for "Non Encumbrance certificate" from District Sub Registrar/Sub Registrar on plain paper.
An encumbrance certificate is evidence that the property in question is free from any monetary and legal liabilities.
you have to apply at sub registrar's office addressed to the tahsildar in prescribed form and will have to provide the residential address and the purpose for which the certificate is needed.
You will also submit with the application-
* Attach an attested copy of your address proof.
* Mention all the title details, the ownership details and survey number etc.,
* Mention the period, give a detailed description of the property, the area it covers and all the boundaries.
* The fee applicable is on a per year basis. Any fraction of the year is considered a complete one.
If the property is clear, and the enquiry conducted comes out clean then the “no encumbrance certificate” is provided. It generally takes between 15 to 30 days from application to receiving your encumbrance certificate.
You will get your encumbrance certificates either on Form No 15 or Form No 16.Form No. 15
Encumbrance Certificate on Form No. 15 will contain a record of sale, lease, mortgage, gift, partition, release etc.
You will get your encumbrance certificate in a Form No. 16 only when there is nothing by way of transactions for the time frame that the certificate is being sought for.

Registry office can only give you details of registration. For Encumbrance , you have to check following facts
1. Check from the seller that is there any charge/loan on the said land/property
2. Is the property is mortgage. this can be checked from asking the original paper of the land/property from the seller
3. If the land/property falls under local authority, check the mutation record.

Yes you can apply for it from Registrars office. There are some forms also which is available in the office. What is your exact problem m not getting lender is your own company. If you are the purchaser the seller will give non encumbrance certificates
