The seller is not agreeing to transfer the ownership.

The seller is not agreeing to transfer the ownership and receive the final payment at the same time. He is telling me to transfer the amount and then he will transfer. I have already made 97% payment and I don't trust him. I don't think he will transfer the ownership. Please help.
