regarding fraud and cheating in property transaction

I had buy a house for Rs 35 lacs in Mecosabagh christian colony Nagpur on 17/01/2019. I had done only agreement foe sale on 500 rs stamp paper and get notarized because registry is not available in that area as the area is under church and the church is the lessee. Now the church office of the area is demanding money for the NOC. But the seller had didn't tell me About this. So can i file a case against the seller for fraud and cheating

yes definitely you can file case against your builder not given the service after agreement to sale . and committed breach of contract against you . you can file complaint against him regarding breach of contract and non-performing action by conduct . for this if you want to any legal consultant you can contact me immediately further action .
