Noc from railway for construction of building

Respected Sir
I am suyash s Hingmire from karjat.
Giving application on 2009 for noc for construction of building to rail authority
..From 2001 to 2011 court case . We win the case.
Irrespective of court decisions we gave a small portion of my land 'well area'
For straightening of platform
Without taking compensation Subject to noc.
...On 1970 ...0.0.12 land acquired by railway.
Records updated on 2015 by c t survey dept after docs given by me to rail dept.
Railway Land section says width not found hence noc pend
I show them the acquisition land on survey sheet ,survey done by railway ordered by Honourable Court.on 2009.
On 2018 again joint survey done. survey dept shows the land still rail authority not. Agree.
2 times letter given by railway to C T Survey karjat.
Both the time CT SURVEY dept says the survey was correct.
till my noc is pending. From last 10 years . Is there is no any value of my well area land given by me to railway?
What to do to get noc

You can approach the Hon'ble High Court in appropriate proceedings seeking issuance of NOC by the City Survey Department.
If you had given the Well area subject to issuance of NOC, then you can also claim on the basis of estoppel.

PWD NOC: The Public Works Department approves the PWD NOC. The Department of Public Works is responsible for the approval of PWD NOC. This ensures that these government buildings will not be damaged. This NOC will be needed for the construction of a building.
As per the IRWM, para 827 and the guidelines issued by the State Government, Railways NOCs will be required for constructions within 30 m. of the Railway Land boundary.
