Legal Action against society for not providing Occupancy Certificate

I needed one sugestion from you and understand the best way to proceed legally. Thing is that the apartment I stay in doesn’t have an OC (Occupancy Certificate) till now. Most members out of the 300 units have occupied their flats and are staying illegally without OC. Society office has been giving us assurances for more than a year that OC will come in few days. But even after more than a year OC isn’t received and there are no chances that OC will come. Without OC, it is illegal as well as dangerous to stay in an apartment. Life of so many people is at risk. Now it has come to a point, where I think society needs to be roughed up legally. I wanted to understand from you what is the best case type to file in this case. Can something like PIL or something similar be filed? For last one year only 20-30 families are fighting regularly with society and rest and waiting and watching. It has to be high case and my objective would be get all 300 families out of the society so that society

as you said you can file a writ petition before the Honb'le Court for grant of ORC, first you have not mentioned that why it was not granted on what ground and details of the property an permissions by local authority ect.
