Waiting for Lower Court Records ( LCR ) for 2 years is such a long time. May be that the Appellants want to prolong the matter and that may be the reason he is not taking steps. He will be also enjoying the stay of lower court proceedings. If you mention in which court Appeal is pending I can help you. For more details you may contact me.
Since judgment was passed 2 years ago and the appeal is still awaiting transmission of the LCR, the best course is to file a memo/petition before the trial court requesting immediate preparation and transmission of the LCR to the appellate court, and simultaneously file a similar memo before the appellate court seeking a direction/reminder to the lower court for expedited transmission; if this doesn't move the file within a reasonable time, you can move high court and meanwhile certified copies already in hand can be filed to request the appellate court proceed with admission without waiting for the complete LCR.
