Firstly you need to apply for heirship certificate with court. after receiving the same you can proceed further. Since the property is of Mumbai the same needs to filed in this jurisdiction. Also proof of your relation with your parents needs to be proved

If that flat which you want to transfer on children's name is in any society then you must ask about rules of that society for transferring the same. With that also you have to transfer it's tax receipt and other government record you must have to take an heirship certificate by applying in competent court
